延續No.27 Vilnius | 被抹去的妳 ，Užupis Republic是一個位處立陶宛首都，Vilnius境內的獨立共和國。來之前我並不知道這個國家的有趣，只道是地圖中一塊，沒有細節的藝術區域。就連Paul在介紹時，也沒有特別告訴我它的歷史，我也只當它是個如華山和北京798那樣的藝文特區。直到我真正踏進Užupis ，真正閱讀了它以多種語言印製懸掛牆上的憲法，才發現這是一個如此有趣的國家和城市。

在我事後的研究才發現，Užupis 在立陶宛語中意為「在河的另一邊」，過去即以強烈的波西米亞「Never-mind」風格而與巴黎的蒙馬特(Montmartre)和哥本哈根的自由城(Freetown Christania)並列，是聯合國世界現存遺產之一。Užupis 在蘇維埃時期就充滿藝術家和奉行波西米亞主義的人們，即便到現在，僅有7千人的國度裡仍有1千名左右的藝術家，而城市內至今也仍充滿隨性藝術塗鴉、藝術雕塑裝置，和廢棄建築物。

1997年Užupis的居民宣稱其獨立為共和國，擁有自己的國旗、貨幣、憲法和總統，居民以藝術家和藝術愛好者為大宗，當年撰寫憲法的Romas Lileikis不僅是現任總統，本身也是詩人、音樂家和電影導演。

一個國家的憲法能有多貼近人民？

踏入 Užupis 迎面就見到這堵 Užupis Constitution牆，翻譯成多種語言，像是在向各國人種宣示自己的堅持與奉行的核心理念。信步走到英文版，細細一讀，理智線瞬間斷裂成一屢一屢的情感線並爆炸，短短41條，每一條都切情切理的令人嘆服。比如說，第2條 「Everyone has the right to hot water, heating in winter and a tiled roof.」第23.24條「Everyone has the right to understand.」「Everyone has the right to understand nothing.」第35條「No-one has the right to make another person guilty.」還有我非常讚嘆的「Everyone has the right to be not loved, but not necessarily.」每一條都以個人自主的自由為前提去訂定，既不強迫又軟性的點出其必要性。

在閱讀到「Everyone has the right to be of various nationalities.」我整個人已心生入籍的念頭，每人都有權力擁有多重的國籍，簡單卻直接的強調世界一家，關於種族、膚色、國籍的衝突在這國家都不存在。而關於狗與貓和情緒的條文，也將憲法的人性拉高至徹底蓋過理性的層面。

我不是專家，不會聲稱這樣的憲法足以支撐一個國家。所以我稱之為烏托邦般的國家，烏托邦打造的是理想的國度，堅持人性美好的部份，不抵制但也不支持糟糕的部份，以41條簡明又直接的法條，勾勒出烏托邦般美好的輪廓，就好比最後的三條「不攻擊」、「不反擊」、「不投降」，溫柔又堅定地宣誓著他們的中心思想與堅持。

「Everyone has the right to love and be part of here, but not a duty.」

在接下來的探索中，我口中一直喃喃地這般唸著。

之二 | 整座城市就是個巨型展覽

在我歷經千辛萬苦的迷路與無限迴圈，終於找到的Užupis入口，也就是一條明顯至極的護城河和橋樑時，河堤上的攝影展讓我瞬間忘卻一切阿雜。我興奮的狂奔過橋，伸長脖子以即將落水的姿態意圖看清每一件作品，而橋邊咖啡廳露台上的在地居民，則好整以暇地以見怪不怪姿態繼續喝茶享受午后時光。

這時候的我還不知道Užupis是個每7個人就有一位藝術家的城市，邊走著路上觸目所及皆是有趣的塗鴉創作，還有個小美術館四周充斥雕塑與裝置藝術作品。這時的我徹底沉浸在巨大的喜悅裡，那種感覺就跟體驗過亞維農的「整個城市就是個巨大表演舞台」一樣激動。

我沒有太多時間遊歷這個城市，僅走到半山腰就沒再深入，越往高處則為學校與住宅。事後查了資料，這裡不僅沒有網咖、售貨亭、大型購物商場，更沒有政府機構，甚至連大使館都沒有。也由於Užupis與Vilnius的疆界並不明顯，而它們也始終以無政府、不嚴肅的特性作為與立陶宛這類「正式的」國家的區分。

之三 | 蘋果共合國

蘋果共和國

我一直覺得這個城市是幽默的，不只是因為一堆諷刺性的藝術作品，在我看到這面牆時更加堅定了這個想法。告示牌上寫著「蘋果共和國，這裡的人只吃蘋果、只烤蘋果派、只喝蘋果汁，不能是香蕉、甜瓜或茄子。」另一面則寫著「色彩繽紛以及很多神奇的蘑菇」。

這堆莫名其妙的文字讓我一個人在那莫名其妙的笑了很久，不只是這些文字，還有許多牆面的塗鴉、壁畫，也都充滿巧思和幽默。延續讀完憲法的激動，我看著這面牆也幾乎是立馬想簽名入籍領護照。

事後，在研究Užupis時發現，獨立後的每一年，人民都會慶祝Užupis Day，就像美國的獨立紀念日、台灣的國慶日、法國的國慶日一樣重要。而Užupis Day，是每年的4月1日。
